The Union of Italian Provinces (UPI) promotes and enhances, by respecting the autonomy of its associated members, the activities of the Provincial Administrations in order to create an administrative system in which the Provinces are able to represent the global trends of the populations living in the respective territorial districts. The Union represents the Provincial Administrations towards the Parliament, the Government and the other central bodies of the Italian State, towards the Italian Regions and the EU Institutions. It tackles all problems that may affect the Provinces by intervening with appropriate connecting actions with other authorities representing the local bodies. Furthermore, it carries out all research, study and dissemination initiatives directed at stimulating and promoting the development of the Provinces in terms of democracy, efficiency and people’s participation, in the framework of the global enhancement of local autonomies and of the Provinces. UPI has set up a permanent technical and political co-ordination on International and European policies and decentralised co-operation for the in depth study of the topics involved. Moreover, it studies and drafts ad hoc documentation, organises seminars on specific subjects and appoints experts and submits project proposals. UPI has a representative office in Brussels (SPAZIO EUROPA UPI-TECLA) with the aim to ensure the visibility of Italian provinces in European institutions, to develop a system of representation and relations which will improve participation in European decision making processes, to disburse a range of services designed to facilitate access to the opportunities offered by the European Union.

E.N.A.E. (stands for : Enosi Nomarchiakon Aftodiikiseon Elladas namely, the Union of Prefectural Authorities of Greece) is a legal entity of private sector, targeting to represent, promote and support the organized cooperation of Prefecture Authorities in the Hellenic territory. E.N.A.E is established in Athens (Messogeion 15, 11525, Athens) and surveyed by the Minister of Interior. E.N.A.E. has an active role regarding the development and support of the dissemination of actions and programs regarding the local authority as institution. It participates and hosts conferences and events, presents opinionexpertise wherever required in order to promote local authority statute. The accumulative experience of its members, the Prefecture Authorities’ representatives, allow for the development and publication of studies and guidelines regarding the application methodology and the effectiveness of programs that look forward to the sustainability and development of the local authority statute. E.N.A.E. regarding legislation and actions towards the local and peripheral policy constitution and provides its presents own opinion regarding drafts of law suits that are relevant to its members, the Prefecture Authorities. E.N.A.E. can publish books and printed materials, and to post publications at them.

National Union of County Councils of Romania (UNCJR) is a non-governmental organization, which brings together the County Councils of Romania, based on their free will, as juridical persons exerting their authority in accordance with the law, on the established administrative – territorial limits. UNCJR represents the interests of County Councils both individual and as associations or as unions, by regions or considering their common interests, in the relation with the Parliament as well as with the Government. UNCJR is acting in order to promote and to apply the regional development principles, to support the sustainable development at local and regional level – from the economical, social, cultural, environmental point of view, to support the community participation to the decisional process, to develop cooperation programmes, to reduce the social and economic differences between counties and regions by promoting regional development programmes.
SDI Europe
SDI Europe (Sustainability Development Innovation Europe) is an European Economic Interest Grouping (EEIG), formed in accordance with the Council Regulation (EEC) No 2137/85. SDI Europe is composed of small and medium enterprises of 3 member States (Italy, Belgium and Romania).
SDI Europe has been founded in Belgium in 2008 in order to give to its experienced members the proper European dimension. This choice has been made according to the “mutual reinforcing competences’ strategy”, which is also the main scope of EEIG. The professional expertise of SDI Europe members concerns:
- production of energy through renewable sources, gaining experience directly on-field;
- planning of integration projects for energy sources use;
- consulting activity on the impact on environmental systems;
- supporting services (e.g. training, project management, project monitoring and evaluation).
