“INTER PARES” will pursue a series of specific objectives that will as a whole contribute to the achievement of European policy objectives in the field of renewable energy. In particular, the proposed action aims at support Local Authorities in implementing and developing policies and strategies on RES-e in the participating countries promoting and exchanging experiences of EU, national and local concrete solutions.
At present, all MS recognise the importance of ensuring increased market penetration of electricity produced from renewable energy sources (i.e. RES-e). In order to trigger  new RES-e investments it is fundamental to reduce the regulatory and non-regulatory barriers which block the increase in electricity production from renewable Energy sources.
Many initiatives can be taken, especially by local authorities, in order to promote RES-e production and to accelerate deployment of RES-e technologies. Nevertheless, most of the local authorities’ capacity of enabling policies and strategies on RES-e remains unexploited: pre-existing RES-e policies must be streamlined and expedited and innovative local plans can be still implemented.

1) Legal framework analys in Italy, Greece and Romania

In the framework of the project activities, partners carried out a study on the the promotion of Renewable Energy Sources at NUTS-3 level. The aim of the study was the identification of administrative barriers on RES development for each country concerned by the project (Italy, Greece and Romania). The aim of this study was to provide a comprehensive framework of competences and procedures – in the field of electricity production from RES – allocated to the NUTS-3 level in the concerned countries, highlighting the main non-technological ( administrative)barriers and gaps. The study reveals two different models fort he procedures that lead to the RES implantation: on one hand there is the decentralized model, represented by Italy, in which the permitting competence is transferred to the local level. On the other hand there isthe centralized model which belongs to Greece and Romania, where the RES permitting process is governed by a national Agency, and it is characterized by a marginal contribution of the local level.

2) Capacity building and national seminar

The project foresees the development and subministration of a questionnaire through which data can be collected in order to draw the state of the art of every nation concerning the processes of approval of RES-e., . On the results of intensive lectures national seminars will be organized. Each Country will organize seminars involving all relevant stakeholders.
The materials elaborated in the workshops will be organized and structured in a single document ready for use, that will include in-depth documents, presentations, results and a summary of the main results of each seminar.Associations of provinces will provide the skills necessary to carry out the subsequent project activities and support its members in the promotion and dissemination of solutions to promote RES-e.

3) Streamlined solution application

This project activity involves the provincial authorities that are proposing solutions for RES-e policies and strategies, and that have to implement the proposed solutions and to bring out critical issues and barriers.
They will developformats of legal documents to facilitate the achievement oft he optimal authorization process for different technologies.
The formats of agreements will aim to coordinate the activities of the parties involved in the process of authorization towards a common goal and they will hold legal significance between the provincial authorities, and the other bodies involved in the formal licensing procedure. The optimized solutions will be adapted by different authorities that will fully adopt and implement them.
